Leigha Carver

Leigha has been serving the Willamette Valley since 2006. In her early life, she grew up in the military on many different Army posts in several states and countries. Leigha is happily married to her husband Jeremy who is a first sergeant in the Oregon Army National Guard. They have 2 children and a grandchild. She and her husband love hiking in the outdoors and taking trips to warm beaches.

Leigha holds a Bachelor’s degree in Business Administration and Marketing and a Master’s degree in Human Resources Management.

After high school Leigha worked as an assistant to a Real Estate attorney and decided to take an interest in some college classes around Real Estate law and licensing. The timing and demands of working in Real Estate did not work out at that time but she loved learning about it. In 2006 she started working at the local University of Phoenix, Salem Campus, and worked her way into a Financial Aid Advisor role for several years. She then started working for Housing and Community Services assisting in loan processing and then became the Assistant to the Chief Financial Officer. Leigha worked for Senior and Disability Services as an Eligibility Specialist helping Oregonians get assistance with Oregon Medicaid, Medicare programs, Food Stamps and additional services. She assisted Case Managers in getting consumers set up with homecare workers or moving into facility placement. She then moved into a rotation with the State of Oregon to implement and teach Eligibility Staff how to use the ONE Eligibility Program around the State of Oregon during multiple rollout phases.

Leigha’s background has taught her how to communicate complex information and the importance of influencing a positive culture around her. She is an avid volunteer and dedicated community advocate for the Salem area.
